There are 22 Centers for Independent Living across Illinois. Each Center serves a specific geographic area and is responsible for providing resources and programs that allow people with disabilities to live independently. The Illinois Budget Impasse has been dismantling supports offered by Centers for Independent Living.
• More than 50 CIL staff have been laid off state wide since July 1, 2015
• Illinois owes CILS more than $4 million in FY 2016 General Revenue Funds appropriations
• More than 20 vacant CIL positions remain unfilled throughout the state
• 93 CIL staff are working reduced hours because of furlough days, experiencing pay cuts ranging from 20% to 40%

Access Living is the Center for Independent Living that serves Chicago. Access Living is owed more than $500,000 in State Contract Money that has not been paid because of the Budget Impasse. Each month, Access Living spends $60,000 in reserves in order to continue providing contracted services. As a result, Access Living has been forced to cut staff, leave positions unfilled, and reduce services.
At the vigils, advocates will recognize the programs that have been destroyed by the budget crisis and the people who have lost services, and will call on Illinois to pass a budget.
