We have an important update for you concerning the DHS-DRS Home Services Program (HSP). HSP staff have indicated that they are sending a letter by regular mail this week to all HSP customers and Individual Providers (IPs). The purpose of the letter is to reiterate the overtime policy as it currently stands; it is in enforcement mode as of this past Sunday.
You can access the HSP letter at this link , or scroll below my signature to read the letter as copied. Again, I would like to remind you that if you have questions, in addition to contacting your DRS office, you can also contact Access Living’s Home and Community Ombudsmen Program at (312) 640-2152 (Mon-Fri 8:30 am to 5 pm) or firstname.lastname@example.org . They can help clarify information or make appropriate referrals.
Access Living also continues to monitor this policy’s enforcement. We remain opposed to the rigid limits on this policy, and the tie between possible flexibility for customers and a wage freeze for HSP IPs. HSP is supposed to be about the best outcomes for people with disabilities, and remains one of Illinois’ best investments of taxpayer dollars, in that it saves the State millions each year in nursing facility placements. We at Access Living want to acknowledge the considerable distress this is causing many customers and IPs. Please reach out if you are concerned about this issue.
